    EU: Kosovo, Serbia agree on practical issues (AP)

    BRUSSELS ? Serbia and Kosovo have struck deals on several practical issues that will make life easier for citizens ? the first accords between the two countries since Kosovo declared independence in 2008, officials said Saturday.

    "Agreements were reached in the areas of civil registry, freedom of movement and acceptance of university and school diplomas," said a statement by the European Union, which mediated the talks.

    The agreements are the first between Serbia and Kosovo since the former province unilaterally declared independence.

    The talks have so far been restricted to practical nuts-and-bolts matters, but have not touched on more substantive issues such as mutual recognition. Kosovo rejects any talks that question its independence, while Serbia ? which considers Kosovo the cradle of its statehood and religion ? refuses to recognize that independence.

    The EU initiated the first direct negotiations between the two sides in March and officials hope they can mediate more agreements in the coming months.

    The new accord will allow Kosovo's citizens to cross into Serbia's territory with personal IDs, but not with the new Kosovo passports. It also covers car insurance and vehicle license plates.

    This would permit Kosovo's citizens to travel overland to the EU through Serbia, instead of using the much more circuitous route via Montenegro and Croatia.

    Saturday's meeting brought the issues of telecoms, land registers, customs procedures and energy closer to agreement, the EU statement said.

    Borislav Stefanovic, who headed the Serbian delegation, insisted that the agreements did not imply recognition of an independent Kosovo.

    Kosovo has been recognized by 76 nations, including 22 of the EU's 27 member states. But Serbia has successfully blocked its membership in the United Nations, where many countries share its rejection of unilateral declarations of independence by separatist regions.

    Washington and many in the EU insist Kosovo's statehood is a special case, because it is the result of a brutal Serbian ethnic cleansing campaign against Albanian separatists that led to an international administration in 1999, when NATO ejected Serb forces.

    NATO still maintains about 5,000 troops in Kosovo to provide security more than a decade after that war.

    Project specialist Ron Rosenhead urges better ... - My Company PR

    In a bid to help ?UK plc? run more smoothly and become more successful, Ron Rosenhead, chief executive of the project management training and development specialist, Project Agency, has revealed the eight key factors that keep active projects on track.

    Ron Rosenhead, a Fellow of the Royal Society of Arts and chief executive at project management training and development specialists, Project Agency, explained: ?Even after planning a project carefully, identifying the stakeholders and the project?s risks ? and actively managing them ? there are plenty of things that can go wrong. To stop this happening, you need a monitoring and control process for your project.?

    Rosenhead has identified eight key factors in this process:

    1. Loose versus tight control. You need to decide, in conjunction with the project?s sponsor

    (a senior manager) the type of control that is appropriate for your project. Tight control is appropriate for high risk projects.

    Once you have decided on the appropriate type of control ? and you may want to mix the type of monitoring and control throughout the project ? ensure you develop a system that fits it.

    2. Project spend. It is vital to have accurate project spend figures ? regardless of the amounts of money involved. Create processes for capturing the figures if your organisation?s internal system does not help

    3. Tolerance. In conjunction with the senior manager who is the project?s sponsor, agree a ?tolerance? percentage ? in terms of time and/or resources. You only report to the sponsor if an activity within the project turns out to be over or under that agreed percentage.

    4. Planned versus actual. Develop a chart which maps out the planned activity?s durations and costs. Plot the actual figures and compare them with the plan.

    5. Reporting. Agree with senior managers how often and how you will report. Rosenhead advocates a one page report with agreed headings.

    6. Milestone reports. Develop a ?milestone? reporting chart ? and ensure that, when someone reports they are off schedule against a milestone, they have a recovery plan to bring it back on target.

    7. Project changes. According to Rosenhead, few projects go through their life cycle without change; so develop an agreed process to deal with these changes. Control the changes rather than allow them to control you ? by recording the type of change and its impact ? and agree changes with the project sponsor (and if appropriate, key stakeholders) if the change impacts on the project budget or the project?s objectives.

    8. Meetings. Have agreed agendas and agreed durations for each project meeting. Ensure you produce action points which are circulated soon after the meeting.

    ?At the Project Agency, we advocate putting in place a project monitoring and control process as early as possible in the life of the project,? said Rosenhead. ?This process needs to be discussed when the business case for the project is made ? otherwise the project could well ?stray?, wasting precious time and money.?

    BEIJING (AFP) ? China on Friday marks the 90th birthday of its ruling Communist Party, which first emerged as a tiny grouping of intellectuals and now presides over the world's second-largest economy.

    The country's top leaders are due to attend a glitzy ceremony at the Great Hall of the People in central Beijing amid a nationwide propaganda blitz, but experts warn the future is less certain for the one-party regime.

    China, which likes to mark official anniversaries with pomp, has already released a star-studded patriotic film, launched a flagship high-speed rail link, and broadcast multiple revolutionary-style shows on television.

    The nation's first aircraft carrier could also go on sea trials on Friday, according to a Hong Kong Commercial Daily report that cited unnamed military sources -- a move that would garner worldwide attention on the anniversary.

    The CCP was established in July 1921 in Shanghai as the brainchild of a dozen intellectuals. It took power in China in 1949 after defeating the rival Nationalists in a long and bloody civil war.

    The country was then plunged into nearly 30 years of chaos due to policies enacted by revolutionary leader Mao Zedong that triggered political purges, famine and social upheavals in which millions died.

    After Mao's death in 1976, Deng Xiaoping took over and launched a period of reforms that transformed China into the economic powerhouse it is today.

    But the party's small group of elite leaders continues to exercise an iron grip on the country's political system, controlling the media and managing the world's largest military.

    Analysts say a lack of social and political reform have fostered problems such as corruption, government abuses, illegal land seizures, a growing rich-poor divide and pollution -- issues that threaten the party's future.

    But Chinese authorities are not letting these problems cloud anniversary celebrations -- newspapers are full of glowing editorials about the CCP, and upbeat slogans and huge flower arrangements dot cities.

    An epic film recounting the Communist Party's origins and featuring many of China's biggest stars -- "Beginning of the Great Revival" -- is expected to smash box-office records.

    And on the eve of the anniversary, Premier Wen Jiabao launched a new $33 billion high-speed train line between Beijing and Shanghai -- an event that was widely covered in the media.

    Cheque guarantee cards, those symbols of a simpler time when the written word was mightier than the Pin number, have checked out. They have been bounced into the after-life because not enough people used them in this life.

    The cheque guarantee card had been unwell for some time and the writing was, not on the back of a cheque, but on the wall.

    The date of its departure, Thursday 30 June, will be particularly felt by students who once relied on the old faithful to buy pizzas from less-than-impressed delivery drivers or portions of fries from nonplussed guardians of McDonald's.

    Unlike a debit card, a cheque book and guarantee card never let them down and never revealed their dirty little secret - that their bank account was actually empty.

    The first guaranteed cheque was written in 1965. Before plastic became king, paying for goods often involved whipping out the cheque book in its faux leather holster and flashing the guarantee card.

    A cashier would then conscientiously jot down the card number, the expiry date and the guarantee limit on the back of the cheque.

    The cheque and its guarantee card were the Darby and Joan of personal finances. They went everywhere together and enjoyed a happy life until they were cast aside with one electronic swipe.
