Neighborhood Sweeps Across Michigan Bring Energy Efficiency to ...

Former Governor Jennifer M. Granholm. | As a BetterBuildings grant recipient, Michigan is improving building energy efficiency in residential, commercial, and industrial buildings.

BetterBuildings for Michigan is expected to install energy efficiency improvements to over 11,000 residential buildings in 27 neighborhoods across Michigan.The program will create an estimated 2,000 green jobs by hiring workers to educate homeowners on energy efficiency and by training qualified green contractors to make the upgrades. The program is also designed to remove the financial barriers to energy efficiency improvements by providing multiple, affordable financing options.
Innovative Approaches

The BetterBuildings for Michigan residential program uses outreach coordinators and local volunteers to canvass entire neighborhoods and educate homeowners about energy efficiency improvements and financial options. During the pilot of these neighborhood ?sweeps?, homeowners who paid $50 were eligible to receive a $1,200 energy efficiency package that included an assessment, blower door tests, fluorescent light bulbs, and efficient shower and sink faucets.

In this phase, approximately 50% of the homes contacted by outreach coordinators agreed to participate in the program. The program also measured the effectiveness of outreach and financial activities so lessons learned can be integrated into future neighborhood ?sweep? outreach efforts. In the first six months of the program, 386 evaluations were conducted and 196 residential energy upgrades were completed for a 51% conversion rate from evaluation to upgrade.

The BetterBuildings for Michigan commercial program provides private, public, and industrial customers a choice of several different financial packages including loans, rebates, and incentives to implement energy efficiency upgrades. The program is also partnering with Michigan Saves to provide financing options that eliminate upfront costs and streamline the loan application process.

The use of these financing packages will be evaluated to understand the impact of these mechanisms on adoption of energy efficiency measures by commercial customers.
