He said the committee does not want anything like the $64 billion oil-for-food program in Iraq, the biggest humanitarian program in U.N. history. Under the program, which ran from 1996 to 2003, Iraq was allowed to sell oil provided most of the money went to buy humanitarian goods.
But a U.N.-sanctioned investigation found widespread corruption, involving thousands of parties, that bilked the humanitarian program of $1.8 billion.
Moraes Cabral said he envisions humanitarian goods for Libya being purchased and distributed by U.N. agencies or other international organizations that are "beyond any suspicions" and ensure "the transparency and even-handedness of the process."
The Security Council on Feb. 26 imposed an arms embargo on Libya and ordered all countries to freeze assets and ban travel for Gadhafi and some close associates. That list was expanded in a second resolution on March 17 which froze the assets of additional individuals, major Libyan banks and the Libyan National Oil Corporation.

Leonardo DiCaprio attended; Bradley Cooper, the star of the Hangover films, was also present, as was Ryan Seacrest, the host of American Idol, and Gerard Butler, who starred in the sword-and-sandal epic 300. They were there to see their friend Ryan Kavanaugh marry his fianc?e, Britta Lazenga, a dancer with the Los Angeles Ballet. The guests are household names but it is unlikely you will have heard Kavanaugh's name before?although you may have seen it, or that of his company, as the credits rolled in one of the many films he has produced, such as The Fighter, a winner at this year's Oscars, or Limitless, the March hit that starred Cooper and Robert De Niro. As the founder and chief executive of Relativity Media, a company which has, in only a few years, evolved into a fully fledged movie studio, Kavanaugh is a mogul in the making, his ascent to the upper echelons of Hollywood's hierarchy as rapid as it has been unexpected.
At just 36, the red-headed Kavanaugh has already produced more than 30 movies. He has raised billions of dollars from Wall Street firms, money which has been invested in more than 100 films released by Hollywood studios?Sony Pictures and Universal Pictures, among others. Hancock, Mamma Mia!, The Social Network, Salt, and the upcoming Cowboys & Aliens, starring Daniel Craig and Harrison Ford, have all been partially financed by blockbuster deals that were arranged by Kavanaugh.
Such a meteoric rise has not gone unnoticed: The film trade paper Variety recently anointed Kavanaugh its "Showman of the Year" in a special issue which included 20 pages of gushing tribute ads from friends and business partners. Variety also declared that Kavanaugh "eschews sleep, clocking a mere 90 minutes to two hours a night" and revealed, among other things, that when not producing movies he spends his time "working with sick kids in hospitals," practicing "transcendental meditation," and "closing in on a cure for cancer" through his involvement with a bio-tech venture.
Kavanaugh's is an unlikely path to movie moguldom. After attending UCLA, he started a small venture capital and stock trading firm, which attracted several film-industry clients. The company would eventually collapse, but while pondering what to do next Kavanaugh realized there was money to be made funneling Wall Street funds into Hollywood.
Films have not always been the best bet for Wall Street: They are unpredictable investments and big budget releases can be risky. But in the heady days before the 2008 financial crash Wall Street could not get enough of Hollywood, and Kavanaugh had a ringside seat. Private equity firms and hedge funds poured billions of dollars into movie "slates"?the multiple movies produced and released by Hollywood studios each year. These deals had typically been arranged by big banks but Kavanaugh carved an opening for himself, utilizing his Hollywood connections and financial acumen to perfection.
Kavanaugh was new to the party and spoke openly about how he was going to fix a broken entertainment industry that he claimed wasted too much money. This made him as many enemies as friends yet he struck gold and the studios lapped up the cash he sent their way.
But Kavanaugh was not content to be a financial middle-man. In 2005, he formed a pivotal bond with Elliott Associates, a mammoth New York hedge fund, when it made a small investment in one of his slate deals; within three years it had invested hundreds of millions of dollars in Relativity to help him achieve his dream of starting his own movie studio. Other banks pulled out of Hollywood financing, scarred by the financial crash, but Kavanaugh kept going, backed by Elliott's millions.
Recent events have sorely tested those ties. Kavanaugh wanted more money to expand his company late last year but the hedge fund wouldn't play ball. Barbs were exchanged via the Hollywood press, relations soured and the drama has left Kavanaugh at a crossroads. He has plenty of detractors and many people have told me they think he is heading for a fall. And yet he is close to selling part of his company to new partners in a deal with the potential to power Hollywood's youngest movie studio to new heights. The question is, does he have what it takes to stay in the game as one of Hollywood's most influential players?

Mohammed Wali Zazi had no visible reaction when the verdict was read. He faces up to 40 years in prison at sentencing on Dec. 2, although the term could be much lower under federal sentencing guidelines.
Leaving court, the 55-year-old former cab driver from Colorado told reporters he was innocent.
"There are so many things that didn't come out in court," Zazi, who remains free on bail, said without elaborating.
One of his attorneys, Deborah Colson, said the verdict was a disappointment and would be appealed.
"We will keep fighting for Mr. Zazi, and we will not give up," she said.
Said U.S. Attorney Loretta Lynch: "This defendant sought to conceal one of the most violent terror plots in recent times. . His actions, had they not been thwarted, would have left Americans at grave risk."
The case featured the testimony of two other family members who pleaded guilty and agreed to testify for the government to stave off stiff prison terms. They detailed the family's failure to acknowledge Zazi as a budding terrorist and its clumsy attempts to protect him once his plot fell apart.
The father was guilty of "lying and convincing others to lie to investigators and the grand jury, and destroying incriminating evidence that was crucial to the FBI's investigation," Assistant U.S. Attorney Melissa Marrus said in closing arguments.
Colson argued cooperating family members "falsely accused our client, Mr. Zazi, just to save themselves."
At trial, a cousin of Najibullah Zazi told jurors that while living in Pakistan he had introduced Zazi to a cleric there who arranged for Zazi and two childhood friends from Queens to get explosives and other instruction at an al-Qaida outpost.
Zazi admitted in a guilty plea last year that he returned from Pakistan to his family's Denver-area home to practice cooking up homemade bombs using chemicals extracted from beauty supplies. He then drove to New York City in September 2009 with plans to attack the subway system in a "martyrdom operation" before he learned he was being watched by FBI and fled back to Colorado.
The defendant's nephew and brother-in-law both testified how the FBI and immigration agents put the squeeze on the Zazi clan as soon as the plot unraveled.
When it became clear Najibullah Zazi was a suspect and family members were getting grand jury subpoenas, the cousin said "Uncle Wali" recruited him to get rid of plastic containers of peroxide and other evidence. The family agreed to code name the chemicals "medicine" in case the FBI was eavesdropping, he said.
He also claimed his uncle admonished the family, "If anybody asks questions, tell them we don't know nothing."
The brother-in-law recalled coming across Zazi's stockpile of bomb-making materials in his garage two months before Zazi set the plot in motion and confronting him by asking, "What the hell is this?" But he also claimed he wasn't suspicious enough to report it.
The elder Zazi's lawyers argued recorded phone calls showed the brother-in-law had a vendetta against their client because he believed the terror case had ruined his life. On one, he was overheard saying, "To hell with Najibullah Zazi."
The defense also accused the government of using testimony about the origins and aftermath of the subway bomb plot as a diversion.
"This is not Najibullah Zazi's case," Colson said. "The government put in all that evidence because they wanted to scare you."
She called her client "a proud, hard-working American citizen" who was shocked to learn his son was a jihadist.
The father "will have to live with that knowledge about his son for the rest of his life," she said. "It has broken his family apart, and it has broken him too."

Last night was a tumultuous evening. NFL fans waited with baited breath for the completion of a new collective bargaining agreement. Just as it was looking as if any real progress would be delayed for yet another day, Roger Goodell strode to a podium in Atlanta and announced that the owners had approved a proposal for a new deal.
Spirits all over the country simultaneously soared. Football, the game that had never actually been taken from anyone, had been given back. Goodell proceeded to explain the timeline with which activities would proceed. Free agency and training camp by next Wednesday, less than a week away? Incredible.
Then the ever-present labor pessimism clouds rolled in. The players reacted in a completely opposite manner. As they portrayed it, they had been bamboozled by the owners in an attempt to strong-arm them into ratifying a deal that they had not even seen! Not only that, but they slipped items into the deal that hadn?t been discussed during negotiations. What a bunch of greedy old rich men.
ESPN and NFL Network had hours of live coverage. Both were virtually unwatchable, but neither held a candle to Twitter. Every person that spends most of their time tweeting about football felt it necessary to stick up for the owners and call for the players to vote yes for the deal, or conversely vilifying the owners for trying to coerce the players into something that isn?t fair for them. From my vantage point, it seemed as if more people defended the players, but that could be reflective of who I follow and not the average split among football writers and fans.
This is a business negotiation. Neither side is telling the truth, but neither side is flat out lying either. The players claim that they didn?t have a completed deal to read and therefore couldn?t vote. Goodell and DeMaurice Smith spent approximately 90 minutes on the phone right before the owners took their vote. Do you really think Smith had no idea what was about to happen on the owners? side? The owners played a brilliant card by being the first to bring football back to the masses, and the players were forced to play the only card left to them; vilify the owners for anything possible.
That language inserted that the players had never seen was the supplemental revenue sharing agreement. It?s true that the owners didn?t share this with the players and that sounds terrible. But when you dig a little deeper, it turns out this is simply an agreement among owners to share revenue among the 32 teams and has nothing to do with the players.
This isn?t all to say that the owners didn?t do anything disingenuous. DeMaurice Smith said in a statement that it was illegal for the NFL to set out a timeline for the players to form into a union, and while it is hyperbole to site federal law in this situation, he is correct. The real problem is that there are several issues that can only be negotiated with a union such as workers compensation. However the owners inserted dangerous language in their timeline saying that once the NFLPA re-certified they would have three days to come to an agreement on these issues, or they would revert back to the 2006 CBA rules.
NFL fans have been dragged through this entire process, but we have subjected ourselves to it by caring so much about a business negotiation that doesn?t involve us. Notice I said ?we? because I am just as guilty of it as anyone else. NFL fans taking sides in this dispute is like going to a local car dealership to watch two strangers haggle over the price of a car and then becoming passionately entangled in the argument. Neither side is right; they?re both just trying to get the best deal possible. The NFL labor dispute is no different.
The good news is that this is all almost over. Despite whatever reports that came out last night or will continue to come out today that suggest the sky is falling, a deal is still close.
At the core of this negotiation is only a handful of people that really know what?s going on, and they?re not the ones giving regular updates to the media. Case in point is that of all the players decrying the evil of the owners, none of them are on the executive committee that actually engages in negotiations. The players received too many concessions such as 55% of media revenue to leave this deal on the table.
The purpose of all this is to explain that it is in all of our best interests as fans to try and detach ourselves as much as possible until this process is complete. I know that is easier said than done because we care about the game of football so much, but the truth is that we have no control over what happens from here no matter what the PR war insinuates. I think that a week from now, we?ll be wondering what we were so worked up about today if we weren?t too busy discussing free agency and training camp.

"They arrived in groups on the 16th with several dozen different knives including cleavers, axes and switchblades," the spokeswoman, Hou Hanmin, said. "They also went to a local market to buy other knives and materials to make molotov cocktails and homemade bombs."
The men first stabbed a Uighur security guard at the gate of the police station before storming inside. They later took several hostages, including two female Han Chinese who were stabbed to death. A Han Chinese paramilitary officer was killed by a bomb the attackers set off, she said.
Four other hostages, all Uighur, were also injured, she said.
"The attack was not about ethnicity," Hou said, "They were charging into the police station to oppose the government and create violence."
Hou said the men took down a Chinese flag at the station and raised a black flag with Arabic writing on it but she couldn't say what the writing meant. They were "shouting slogans like 'Sacred War' and 'Allah,'" she said.
Hou said, however, the flag did not resemble ones used by the East Turkestan Islamic Movement, or ETIM, a banned organization advocating independence for Xinjiang. China says that group is allied with al-Qaida.
China has said an ETIM cell was behind a pair of deadly attacks aimed at disrupting the 2008 Beijing Olympics that reportedly killed 29 people, including 10 attackers.
Police shot to death 14 of the men and four were detained, Hou said, adding an investigation was continuing into Monday's violence.
Earlier English-language reports by the official Xinhua News Agency referred to the men as rioters or thugs and did not mention terrorism. The earlier state media accounts did not describe the attack in detail or say how many assailants had been involved.
A Germany-based Uighur exile group, the World Uyghur Congress, based its account of the violence on anonymous Uighur sources in Xinjiang. The group said in an emailed statement that the violence erupted when more than 100 Uighurs gathered to protest a police crackdown in the city. Demonstrators were demanding to know the status of missing relatives they believe were in police custody, the group said.
It said the protest turned into a clash and police opened fire. WUC spokesman Dilxat Raxit said by telephone Wednesday that 20 Uighurs were killed and 12 injured, including 3 in critical condition. He also demanded an independent investigation into the violence.
Hou called the group's account "utter nonsense."

And then, in September, Hoare came out swinging.
He told The New York Times that Coulson's claim that he did not know that News of the World employees were hacking into phones was untrue. Coulson knew hacking took place and had actively encouraged him to intercept the voicemails of celebrities, Hoare claimed.
Following his comments, Scotland Yard interviewed Hoare about his allegations under caution ? an interview that is usually recorded and can be used in later prosecutions. Hoare, angry that he was being treated like a suspect rather than a witness, said little.
