19 China miners rescued after week, 3 more missing (AP)

BEIJING ? Their faces black with coal dust, 19 miners trapped for a week underground were pulled to safety Tuesday in northeastern China as rescuers searched for three missing colleagues.

Helmeted teams brought each man up on a stretcher, their faces blackened and their eyes covered to avoid damaging sun exposure after so long in the dark. The provincial governor greeted each of the 19 and assured them the rescue work was continuing.

"We are doing everything we can to save your colleagues," Wang Xiankui said in footage shown on state broadcaster CCTV.

Twenty-six miners had been trapped in galleries relatively near the surface when water poured into a shaft on Aug. 23 from an adjacent, flooded mine. Three had been pulled out alive Saturday and one body was recovered.

The survivors, who were hospitalized in stable condition, were able to keep their helmet lamps operating for the 165 hours they were trapped. They sustained themselves with water that dripped from the ceiling and later nutrition packs sent through a 920-foot (280-meter) pipe drilled through the rock, which also provided fresh air.

The Hengtai mine in Heilongjiang province was ordered shut in 2007 but reopened without permission on Aug. 16. Seven officials have been detained over the mine's operation and the head of surrounding Boli county and his deputy have been dismissed.

China's mines are notoriously deadly, although safety improvements have cut annual fatalities by about one-third from a high of 6,995 in 2002. That improvement has come despite a tripling in the output of coal that generates most of China's electrical power.

Technological advances, better training and the closing of the most dangerous, small-scale mining operations have also made rescues more successful, even after several days.

In April 2010, 115 miners were pulled from a flooded mine in the northern province of Shanxi after more than a week underground.

3 Syrian opposition figures banned from travel (AP)

BEIRUT ? Syrian authorities pursuing a crackdown against President Bashar Assad's critics banned three prominent opposition figures from leaving the country Sunday, and security forces killed two people and arrested several others in northern Syria, activists said.

Michel Kilo, Loay Hussein and Fayez Sara were on their way to neighboring Lebanon to take part in a televised panel discussion when they were told by Syrian immigration authorities at the border that they were prohibited from leaving out of concern for their safety in Lebanon.

Hussein denounced what he called an attempt to keep them from speaking on television. The debate was to be aired by the U.S.-funded Al-Hurra television.

"This decision negates all talk about transparency and reforms," said Sara. "It is unjustified and illegal," he added.

In northern Syria, security forces killed two people and detained scores of others during raids and house-to-house arrests in the Khan Sheikon village.

The Local Coordination Committees activist network and the London-based Syrian Observatory for Human Rights confirmed the deaths. They said similar arrests were made in the eastern Deir el-Zour and reported intermittent gunfire that erupted in several areas across the country.

Snipers shot dead one man in the Damascus suburb of Saqba overnight after troops deployed in the restive area, they said.

Syria's Interior Ministry urged residents of the capital not to respond to calls posted on social media networks to stage protests in Damascus squares "for their own safety" after some of the most intense protests there since the start of the five-month uprising against Assad.

Human rights groups say Assad's forces have killed more than 2,000 people since the uprising erupted in March, touched off by the wave of revolts sweeping the Arab world.

Central Damascus has been largely quiet in comparison with other major cities. On Saturday, Syrian forces fanned out in the capital and its suburbs to prevent protesters from converging on the center of Damascus.

Activists said security forces fired live ammunition and beat up protesters emerging from the al-Rifai mosque in the Kfar Sousa district of the capital Saturday after they tried to stage a protest, wounding several. They included the mosque's preacher, Osama al-Rifai.

The attack triggered sit-ins and protests in several other parts of the capital and its suburbs Saturday and overnight.

Intense protests in Damascus and Aleppo, Syria's two largest cities and economic powerhouses, would pose a real threat to Assad.

Assad has met the extraordinary revolt against his family's 40-year dynasty with a brutal security crackdown, but has also acknowledged the need for reform. He has lifted decades-old state of emergency laws and this month endorsed new laws that would allow the formation of political parties alongside the ruling Baath party and enable newly formed political parties to run for parliament and local councils.

On Sunday, he endorsed a new media law that would restrict government censorship of local and foreign publications and end government control over the media.

The opposition dismisses those changes, once key demands, as too little too late.

The uprising has left Assad with few international allies ? with the vital exception of Iran, which the U.S. and other nations say is helping drive the deadly crackdown on dissent.

Iran said Saturday that a power vacuum in Damascus could spark an unprecedented regional crisis while urging Assad to listen to some of his people's "legitimate demands."

In an emergency meeting on Syria that ended early Sunday in Cairo, the Arab League decided to send its leader, Nabil Elaraby, to Damascus to seek a solution. In a statement, the league expressed "grave concern" over the bloodshed in Syria.

(AP) ? U.S. and Pakistani officials said al-Qaida's second-in-command, Atiyah Abd al-Rahman, has been killed in Pakistan, delivering another big blow to a terrorist group that the U.S. believes to be on the verge of defeat.

Since Navy SEALs stormed Osama bin Laden's compound and killed him in May, the Obama administration has been unusually frank in its assessment that al-Qaida is on the ropes, its leadership in disarray. Defense Secretary Leon Panetta said last month that al-Qaida's defeat was within reach if the U.S. could mount a string of successful attacks.

"Now is the moment, following what happened with bin Laden, to put maximum pressure on them," Panetta said, "because I do believe that if we continue this effort we can really cripple al-Qaida as a major threat."

A Libyan national, al-Rahman never had the worldwide name recognition of bin Laden or bin Laden's successor, Ayman al-Zawahiri. But al-Rahman was regarded as an instrumental figure in the terrorist organization, trusted by bin Laden to oversee al-Qaida's daily operations.

When the SEALs raided bin Laden's compound, they found evidence of al-Rahman's deep involvement in running al-Qaida.

Senior al-Qaida figures have been killed before, only to be replaced. But the Obama administration's tenor reflects a cautious optimism that victory in the decade-long fight against al-Qaida could be at hand.

"It does hold the prospect of a strategic defeat, if you will, a strategic dismantling, of al-Qaida," incoming CIA Director David Petraeus said in July.

Since bin Laden's death, counterterrorism officials have hoped to capitalize on al-Qaida's unsettled leadership. The more uncertain the structure, the harder it is for al-Qaida to operate covertly and plan attacks.

Al-Zawahiri is running the group but is considered a divisive figure who lacks the founder's charisma and ability to galvanize al-Qaida's disparate franchises.

A U.S. official, who spoke on condition of anonymity to summarize the government's intelligence on al-Rahman, said al-Rahman's death will make it harder for Zawahiri to oversee what is considered an increasingly weakened organization.

"Zawahiri needed Atiyah's experience and connections to help manage al-Qaida," the official said.

Al-Rahman was killed Aug. 22 in the lawless Pakistani tribal region of Waziristan, according to a senior administration who also insisted on anonymity to discuss intelligence issues.

A Pakistani intelligence official said al-Rahman died in a U.S. missile strike in Machi Khel village in North Waziristan on Aug. 22.

The U.S. official would not say how al-Rahman was killed. The Pakistani official did not say how the country's main intelligence agency, the ISI, knew that al-Rahman was dead. This official did not give his name in keeping with agency rules.

Intelligence officials had said at the time that four people were killed in the attack.

But a CIA drone strike was reported that day in Waziristan. Such strikes by unmanned aircraft are Washington's weapon of choice for killing terrorists in the mountainous, hard-to-reach area along the Pakistan-Afghanistan border.

Al-Rahman has been thought to be dead before. Last year, there were reports that al-Rahman was killed in a drone strike; neither U.S. officials nor al-Qaida ever confirmed them. The officials who confirmed the death Saturday said it represented the consensus opinion of the U.S. government.

Born in Libya, al-Rahman joined bin Laden as a teenager in Afghanistan to fight the Soviet Union.

He once served as bin Laden's personal emissary to Iran. Al-Rahman was allowed to move freely in and out of Iran as part of that arrangement and has been operating out of Waziristan for some time, officials have said.

Google settles pharmacy ad probe for $500 million (AP)

PROVIDENCE, R.I. ? Google Inc. has agreed to pay $500 million to settle a U.S. government investigation into the Internet search leader's distribution of online ads from Canadian pharmacies illegally selling prescription drugs to American consumers.

The settlement means Google will not face criminal prosecution for accusations that it improperly profited from ads promoting Canadian pharmacies that illegally imported drugs into the United States, Rhode Island U.S. Attorney Peter F. Neronha said. It is the first time an Internet search engine is being held responsible for the illegal distribution of drugs.

"It sends a clear message to both Google and to others that contribute to America's pill problem that they will be held to account for endangering the health and safety of the residents of this district and to persons all across the United States," said Neronha, who described the forfeiture as one of the largest in U.S. history.

The settlement delivered a stinging rebuke for Google, whose motto is "don't be evil." In announcing the settlement, authorities left little doubt that Google had misbehaved. From its vantage point, Google crossed into a shady area of prescription-drug advertising in pursuit of higher profits, which have boosted its stock price and enriched its employees since the company's initial public offering in 2004.

In that sense, the potential damage to Google's reputation may be more troubling to the company than the amount of money it's paying to sweep the problem under the rug. The $500 million is a sum Google can easily afford; it had $39 billion in cash at the end of June.

The figure represents the gross revenues Google collected in ad buys from hundreds of Canadian pharmacies, plus the earnings generated from the illegal drug sales to American consumers from 2003 to 2009, federal investigators said.

Google said in a statement that it should not have allowed Canadian pharmacies to market prescription drugs to American consumers.

"We banned the advertising of prescription drugs in the U.S. by Canadian pharmacies some time ago," the statement said. "However, it's obvious with hindsight that we shouldn't have allowed these ads on Google in the first place." The company declined further comment. Google shares were up slightly Wednesday, finishing the day trading at $523.

Federal officials said Google knew as early as 2003 that its ad system was allowing Canadian pharmacies to make illegal sales. The transactions included selling prescription drugs without valid prescriptions from a licensed medical practitioner at a premium, prosecutors said.

Shipping prescription drugs into the U.S. from abroad violates drug and other laws, investigators said. Prescription drugs shipped into the U.S. from Canada are not subject to oversight by Canadian regulatory authorities and many sell drugs from countries with inadequate pharmacy regulations, prosecutors said.

A separate U.S. Food and Drug Administration investigation into drugs that claimed to be manufactured in Canada found that 85 percent of the drugs examined came from 27 different countries, including some that were found to be counterfeit, said Kathleen Martin-Weis, acting director of the FDA's Office of Criminal Investigations.

Investigators noted that Google did not allow online pharmacies from any other country aside from Canada to advertise to American consumers.

The probe did not touch the overseas online pharmacies, Neronha said, because American officials did not have the authority to bring charges. He said the case raised some "novel legal theories," given that if it had gone to trial, prosecutors would have to prove an Internet search engine helped pharmacies violate federal law.

Investigators snared Google's ad system by creating seven undercover websites offering prescription drugs to be sold without a prescription or the completion of an online medical questionnaire, Martin-Weis said. An undercover investigator informed Google employees creating the advertising for the products that they were manufactured overseas and did not require customers to have a valid prescription, she said.

"In each instance, despite this knowledge, Google employees created a full advertising campaign for each of the undercover websites," Martin-Weis said.

Investigators said they quickly spent the money they had set aside for the ad buys and then pored over 4 million pages of e-mails and financial records to make their case. The undercover websites were live for four months, investigators said.

Google is no longer letting Canadian online pharmacies advertise to U.S. consumers.

Officials started investigating Google after a suspect involved in an unrelated multimillion-dollar financial fraud was caught by authorities in 2008 after fleeing to Mexico, officials said.

The suspect, David Whitaker, told investigators that while on the lam he began to advertise drugs illegally on Google, Neronha said. He later helped investigators construct the undercover websites used in the investigation.

Whitaker's case was unsealed in U.S. District Court in Providence on Tuesday. Under a plea agreement signed in 2008, federal prosecutors agreed to recommend a lesser punishment in exchange for Whitaker's cooperation. He is awaiting sentencing on wire fraud, commercial bribery and other charges.

The investigation laid bare how vulnerable Google's automated ad system known as AdWords is to the machinations of shady operators. The ad network is a major moneymaker for Google and is expected to generate more than $30 billion in revenue this year.

Google acknowledged holes in its ad system in a federal lawsuit filed last fall against dozens of "rogue" online pharmacies that were finding ways to place ads for drugs despite the company's efforts to prevent abuses.

In one of the more common practices, the illicit drug dealers would plug subtle misspellings of drug names frequently entered into Google's search engine to generate ads alongside the results. For instance, one illegal drug advertiser spelled the anabolic steroid Dianabol as "Diano bol" in Google's automated system to produce an ad, according to the lawsuit in San Jose federal court.

Google has obtained court orders banning some of the rogue pharmacies named in the lawsuit and is still seeking injunctions against the others.

Rhode Island has aggressively investigated doping activities recently. Last year, the Chinese company GeneScience Pharmaceutical Co. and its CEO pleaded guilty to selling human growth hormone and agreed to pay $7.5 million.

The Google lawsuit came seven months after the Internet search leader imposed new restrictions on the kinds of pharmaceutical ads it would accept in the U.S. and Canada. Investigators say the changes came once Google became aware of the federal inquiry in 2009.

The new rules were supposed to allows ads only from U.S. pharmacies that had been accredited by a special program run by the National Association Boards of Pharmacy. In Canada, the accreditation had to come from the Canadian International Pharmacy Association.

Google's critics have complained in the past that the company and other websites haven't been vigilant about policing pharmaceutical ads because they are so lucrative. Drug and health care advertising generated about $1.3 billion in Internet spending last year and is expected to grow to $2.6 billion by 2015, according to the research firm eMarketer Inc.

The agreement also ends speculation that began in May when the company made a reference in its quarterly filing with the Securities and Exchange Commission to a Justice Department investigation into the usage of Google's automated system for placing ads alongside search results and other content at hundreds of thousands of websites. Google had raised even more intrigue by subtracting $500 million from its first-quarter earnings to cover a potential settlement.

A portion of the proceeds from the forfeiture will go to law enforcement agencies who worked on the investigation, including Rhode Island police departments.

BANGKOK (AP) ' Asian stock markets retreated Wednesday after Moody's downgrade of Japan's credit rating offset positive sentiment from a day of big gains on Wall Street.

Japan's Nikkei 225 index fell 0.2 percent to 8,716.76 after opening higher. South Korea's Kospi dropped 1.6 percent to 1,749.27 and Hong Kong's Hang Seng lost 1.1 percent to 19,656.19.

Australia's S&P/ASX 200 was little changed at 4,173.70. Markets in Singapore, Indonesia and Taiwan fell.



The downdraft in Asia came despite a strong day on Wall Street. Sentiment was dented after Moody's Investors Service downgraded Japan's credit rating to Aa3 from Aa2, citing weak growth prospects for the world's No. 3 economy, massive government debt and constant political uncertainty. The new rating is three notches below Moody's top Aaa rating.

The downgrade, which puts Moody's rating in line with other major credit rating agencies, is the latest blow for Japan after its economy remained mired in recession in the second quarter due to tumbling factory production and exports following the March 11 earthquake and tsunami.

Mining shares sank after prices for gold and some other metals slipped. BHP Billiton, the world's largest mining company, lost 0.1 percent and Fortescue Metals Group Ltd. fell 0.9 percent in Sydney.

Australia's Macarthur Coal Ltd. rose 1.5 percent after announcing it had nearly doubled its full year profit and repeated its advice to shareholders to reject a takeover offer from U.S energy giant Peabody Energy Corp. and Luxembourg-based steelmaker ArcelorMittal.

Meanwhile, Hong Kong-listed China Life Insurance Co., the country's biggest life insurer, dropped 11.3 percent after announcing its first-half profit fell 28 percent from a year earlier as premium growth slowed and claims rose.

In New York on Tuesday, buyers returned to the stock market, searching for bargains after reports of better-than-expected manufacturing activity out of China and Europe.

The Dow Jones industrial average closed with a gain of 3 percent at 11,176.76. Indexes that track smaller stocks did even better, a sign that investors were more willing to take on risk. The S&P 500 index rose 3.4 percent to 1,162.35. The Nasdaq composite, which tracks mainly technology companies, rose 4.3 percent to 2,446.06.

Benchmark oil for October delivery was down 9 cents to $85.35 in electronic trading on the New York Mercantile Exchange. Crude rose $1.02 to finish at $85.44 on Tuesday.

In London, Brent crude for October delivery was up 4 cents to $109.35 on the ICE Futures exchange.

ANN ARBOR, Mich.---A delicate balance of atomic forces can be exploited to make nanoparticle superclusters that are uniform in size---an attribute that's important for many nanotech applications but hard to accomplish, University of Michigan researchers say.

The same type of forces are at work bringing the building blocks of viruses together, and the inorganic supercluster structures in this research are in many ways similar to viruses.

U-M chemical engineering professors Nicholas Kotov and Sharon Glotzer led the research. The findings are newly published online in Nature Nanotechnology.

In another instance of forces behaving in unexpected ways at the nanoscale, they discovered that if you start with small nanoscale building blocks that are varied enough in size, the electrostatic repulsion force and van der Waals attraction force will balance each other and limit the growth of the clusters. This equilibrium enables the formation of clusters that are uniform in size.

"The breakthrough here is that we've discovered a generic mechanism that causes these nanoparticles to assemble into near perfect structures," Glotzer said. "The physics that we see is not special to this system, and could be exploited with other materials. Now that we know how it works, we can design new building blocks that will assemble the same way."

The inorganic superclusters---technically called "supraparticles"---that the researchers created out of red, powdery cadmium selenide are not artificial viruses. But they do share many attributes with the simplest forms of life, including size, shape, core-shell structure and the abilities to both assemble and dissemble, Kotov said.

"Having these functionalities in totally inorganic system is quite remarkable," Kotov said. "There is the potential to combine them with the beneficial properties of inorganic materials such as environmental resilience, light adsorption and electrical conductivity."

Zhiyong Tang, a collaborating professor at the National Center of Nanoscience and Technology in China, said, "It is also very impressive that such supraparticles can be further used as the building blocks to fabricate three-dimensional ordered assemblies. This secondary self-assembly behavior provides a feasible way to obtain large-scale nanostructures that are important for practical application."

Kotov is currently working on "breeding" these supraparticles to produce synthetic fuels from carbon dioxide. The work also has applications in drug delivery and solar cell research and it could dramatically reduce the cost of manufacturing large quantities of supraparticles.

"By replicating the self-assembly processes that allow living organisms to grow and heal, we can simplify the production of many useful nanostructured systems from semiconductors and metals so much so that they can be made in any high school laboratory," Kotov said.
