The problem with income tax is that it is random, gratuitous and has no ethical goal. It grates with almost everyone, and is near-universally unpopular.

By fining the real cheats in big business and bureaucracy with ruthless courage, George Osborne could wipe out around ?1.2 trillion of UK debt by Thursday next week.
